O impacto da covid-19 na vida e trabalho dos pescadores e pescadoras da pesca artesanal na faixa litorânea do RN

A comunidade da pesca artesanal litorânea do RN, estimada em aproximadamente 30.000 pescadoras e pescadores vêm desde setembro de 2019 sendo impactada com o descaso do poder público, diante do crime ambiental do derramamento do petróleo e agora com a pandemia. Essas crises vêm afetando sobremaneira a vida e trabalho da pesca artesanal e economias locais das comunidades pesqueiras que tentam até hoje se reestabelecer.
Entramos no ano de 2020 com mais um impacto, o não pagamento do seguro defeso da lagosta, iniciado em dezembro, para aproximadamente 3.000 mil trabalhadoras do RN onde deveriam receber no dia 05 de janeiro a primeira das 05 parcelas e até o presente momento, não receberam. Conforme reunião da Federação e Colônias de Pesca do RN com a Secretaria de Aquicultura e Pesca (SAP), em Brasília, obtiveram a resposta de que o INSS, não conseguiu avaliar os seguros no tempo adequado, devido ao número reduzido de técnicos e agora devido a quarentena da covid-19, sendo a retomada das atividades de avaliação do seguro, apenas no dia 02 de abril, deixando mais uma vez famílias da pesca artesanal desassistidas.
A pesca artesanal, segue enumerando mais impactos em 2020, agora com a chegada da covid-19, que vem impactando toda a economia mundial, no entanto, precisamos de uma atenção especial para as comunidades tradicionais da pesca que sofrem diariamente com a falta do seu reconhecimento e direito a vida e trabalho, neste momento de pandemia da covid-19, tornando-a mais vulneráveis dentre todas os outras populações.
Conforme orientações da Organização Mundial da Saúde (OMS) para conter a pandemia da covid-19, e seguida pelo Governo do estado, baixando decreto de restrições para o funcionamento de comércios e serviços temporiamente, como o objetivo de promover o isolamento social, trazemos a público o relato das lideranças da pesca artesanal do RN e movimento e articulação nacional dos pescadores e pescadoras, os impactos das medidas tomadas na vida e trabalho da pesca artesanal na costa potiguar:
▪ Os compradores de pescado, chamados de marchante ou atravessador, não estão comprando o pescado pois os locais de venda estão fechados, comprometendo toda a cadeia produtiva.
▪ As feiras, local de venda em grande escala do pescado proveniente da pesca artesanal, estão proibidas de funcionar visando evitar o aglomeramento de pessoas, comprometendo toda a cadeia produtiva.
▪ Diante da queda da venda dos pescados o seu valor vem caindo a cada dia impactando o orçamento familiar dos pescadores e pescadoras.
▪ Preocupados com a manutenção de suas famílias pescadores / as estão se arriscando ao sair para pescar e vender seu pescado de casa em casa. Contato – Rede MangueMar redemanguemar@gmail.com
▪ Pescadoras, Pescadores, Marisqueiras, Marisqueiros e Maricultoras em sua grande maioria trabalhadoras e trabalhadores autônomos, informais e seguradas/os especiais, estão cumprindo o isolamento social, mas não sabem como será o dia de amanhã sem renda para manter a alimentação e condições básicas de higienização e manutenção do funcionamento de suas casas.
▪ A maior parte das colônias e federação da pesca do RN estão fechadas por uma questão de preservação da saúde das diretorias e associados / as. As colônias que estão em funcionando estão sendo indagadas pelos seus associados – “o que farão para sobreviver”. A resposta das presidentas e presidentes de colônias tem sido, “vamos acreditar em Deus”. Até aqui as colônias não tiveram nenhuma orientação de como suprir as necessidades básicas das famílias da pesca artesanal devido a impossibilidade de trabalho e venda do pescado.
Diante do exposto nos vemos mais uma vez com dois grandes desafios de diálogo com às diversas instâncias do poder público: 1 – apresentar e sensibilizar aos governantes as dificuldades enfrentadas pelas comunidades pesqueiras; 2 – em ter que provar a existência de 10.133 pescadores e pescadoras associados nas 25 Colônias de Pesca atuando ao longo dos 410 km da costa potiguar e de aproximadamente 20.000 pescadores e pescadoras sem nenhum registro de seu trabalho, mas reconhecidos em suas comunidades como trabalhadores da pesca. Estes grandes desafios supracitados estão relacionados a falta de dados atualizados do governo federal, desde de 2015, quando deixaram de emitir o registro geral da pesca (RGP), jogando na clandestinidade mulheres e homens que vivem no mar, nos estuários e mangues.
Necessitamos do governo do estado, urgentemente ações voltadas à assistência social, visto que o isolamento social traz prejuízos econômicos e impactos na renda da população que tem na sua grande representatividade trabalhadoras / es autônomos, informais e seguradas/os especiais. Esperamos da Secretaria de agricultura, da pecuária e da pesca (SAPE) – Sr. Guilherme Saldanha, viabilizar, durante o período de quarentena, uma renda para as famílias da pesca artesanal do RN, público este registrados nas 25 colônias de pesca do litoral potiguar. Chamamos a atenção da SAPE/RN para não cometer o mesmo erro do governo federal ao liberar o auxílio do petróleo utilizando dados não atualizados do Público da pesca (IBAMA – 2010), beneficiando pessoas aposentadas, que vieram a óbitos e que já não mais trabalham com a pesca. Reforçamos que os dados referentes ao público da pesca artesanal podem ser disponibilizados pelas colônias de pesca com apoio da Federação e Movimento e Articulação Nacional dos pescadores e pescadoras.
